The Government of the United Republic of Tanzania began implementing the Tanzania Social Development Fund (TASAF) project in 2000 as one of the poverty alleviation strategies that also supported the decentralization agenda. During the period 2009 – 2012, TASAF piloted Conditional Cash Transfers (CCT). The pilot was conducted in Kibaha, Bagamoyo and Chamwino Districts of Mainland Tanzania.
The evaluation of the pilot results showed significant achievements in the health, education and household resource sectors. Based on these principles, the TASAF interventions that were previously used have been transformed into a social protection system since 2012 with the implementation of the First Phase of the Productive Social Safety Net (PSSN I) Program.

Title : Climate-Smart Public Works Manager (CS-PWM)
BASIC FUNCTIONS:
To assist the Director of Programs to manage the Climate Change, Public Works and Infrastructure Development functions of the Project as specified in the Financing Agreement and Operational Manual.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
She/He shall:
a) Undertake Climate-Smart Public Works duties within the prescribed policies and procedures of TASAF, in particular coordinating interventions of the Climate-Smart Public Works and Infrastructure Development Department.
b) Be responsible for managing data base for Climate-Smart Public Works (CS-PW) interventions that captures; number of beneficiaries by sex, wages paid, funded, completed and certified sub-projects.
c) Coordinate preparation of multi year plans by Project Areas Authorities (PAAs) to guarantee predictability of transfers for the targeted beneficiaries.
d) Identify technical support requirements for implementation of CS-PW interventions and ensure availability of required training materials and support.
e) Ensure compliance to CS-PW implementation benchmarks by PAAs.
f) Prepare and update a guide for the PAAs on the number of CS-PW interventions needed to absorb the annual number of CS-PW working days based on the number of beneficiaries in the village.
g) Participate in the preparation of IEC materials for Climate-Smart-Public Works Programs.
h) Coordinate verification of CS-PW sub-projects applications reviewed by PAA Technical Monitoring Officer (TMO), ready for submission to Sector Expert Team (SET) on a sample basis.
i) Compilation and review of subproject batches prior to submission to the National Steering Committee (NSC) for endorsement.
j) Prepare and compile department annual implementation plan and budgets.
k) Coordinate preparations of periodical implementation progress reports in the department.
l) Conduct performance appraisals of Climate-Smart Public Works and Infrastructure Development department staffs using agreed upon performance indicators.
m) Undertake infrastructure development functions within the prescribed policies and procedures in accordance to sectorial norms.
n) Be a member of the TASAF management team.
o) Perform any other official duties as may be assigned by the Director of Programs.
QUALIFICATIONS:
a) A Masters Degree in Civil Engineering, Environmental Sciences, Project Management, Land Use Planning, Quantity Surveying or any other related field from a recognized university.
b) At least ten (10) years of experience in the relevant field in the Public and/or Private Sectors and at least five years (5) of current managerial experience.
c) A relevant recognized professional qualification,
d) A good understanding of Climate Smart Labor Intensive Public Works interventions.
e) Must have a thorough knowledge and understanding of and experience with donor funded projects.
f) High level of communication and interpersonal skills, and the ability to work with people across all levels.
g) Ability to supervise, train and coach staff in relevant skills.
h) Self-motivated with integrity and a high level of confidentiality.
i) Experience with community based development initiative and social fund related operations and Project Management.
j) Proven track record of successful program development and implementation is an added advantage.
k) Should not exceed forty-five (45) years of age by January 2026.

a) Existence of an updated and operational Climate-Smart public works and infrastructure development activities database.
b) Climate-Smart Public works and infrastructure development sub-projects applications are processed within agreed benchmark
c) Existence of an updated multi year plans for public works.
d) Number of Public Works and Infrastructure Development sub-projects implemented, funded, and completed.
e) Availability of evidence of compliance to various sector norms and standards to guide the PAAs for infrastructure development interventions
f) Existence of timely prepared quarterly and annual implementation progress reports.
