The Public Service Volunteering Guide is an important tool that sets out the process for Public Institutions and Youth who graduate and apply for volunteer positions to gain knowledge and experience in various activities carried out by the Government while they await employment.
Throughout the period, there has been an informal process for finding and managing Youth who apply for volunteer positions in the Public Service. This issue has led Public Institutions to have different procedures and methods for handling issues concerning youth volunteers, thus leading to complaints among them.
The Office of the President, Public Service Management and Good Governance is responsible for formulating and managing various Policies and Guidelines relating to the Administration and Management of Human Resources in the Public Service. As a result of this commitment and in accordance with Article No. 35A of the Public Service Act, Cap. 298, this Office has collaborated with various stakeholders to prepare a
Guideline on Volunteering in the Public Service which provides a vision, direction, procedure and factors to be considered in recruiting and managing young volunteers in the Public Service.
The Guideline on Volunteering in the Public Service describes how Public Institutions will recruit and manage young volunteers, considering that these young people are not employees in the Public Service. It should be noted that their volunteering is not a criterion for employment in the
Public Service but rather to build experience and skills through the various fields they have studied to enable them to compete
in the local and international job market and ultimately be employed.
It is the Government’s expectation that this Guideline will establish a system that is similar in policy and practice in handling volunteering issues in
Public Institutions. In addition, it will eliminate complaints and perceptions of privilege among stakeholders and youth who volunteer for Public Service in various fields.
With the aim of strengthening Management and Good Governance, I direct Ministries, Independent Departments, Government Agencies, Public Institutions, Public Organizations, Regional Secretariats and Local Government Authorities
to consider and use this Guideline in order to achieve the Government’s goal of having a Special Procedure for the Best Way to
Find and Manage Youth Volunteers and to establish balance in order to increase the scope for learning and gaining experience through Public Institutions that provide services to Citizens.
Qualifications of a Young Volunteer
Be a Tanzanian citizen aged
18 years and not exceeding 35 years;
Be a graduate of a Diploma, Diploma or Degree level education from a Institution recognized by the Government;
Be a valid holder of professional certificates;
Have two guarantors who are Public servants;
Have a letter from the Village/Subdistrict/Local Government Executive;
Be willing to volunteer in the relevant area;
Have never been convicted by a Court for criminal or disciplinary offenses;
Have good conduct and character acceptable to society; and
Have never been employed in any Public Institution since graduating.
