Scholarship Opportunity at University of Dar es Salaam 2026/2027, University of Dar es Salaam, in collaboration with project partners, herewith announces Masters and PhD positions offered under the research project “ The Tanzania Climate Change Finance Noticeboard for Enhanced Climate Action (CLIFINA)”, funded by the Tanzania Commission for Science and Technology (COSTECH) in collaboration with Norwegian Agency for Development Cooperation (NORAD) and the Swedish International Development Cooperation Agency (Sida).
The project is developed and implemented in collaboration between the University of Dar es Salaam (Centre for Climate Change Studies), the State University of Zanzibar, and the REPOA. Masters and PhD students can be enrolled at the University of Dar es Salaam (UDSM) or at the State University of Zanzibar (SUZA).
The project aims to institutionalize climate change expenditure tracking methodologies within central and local government budgeting systems in Tanzania. In particular, this project aims to establish a public climate change expenditure database to facilitate timely, efficient access to data.
The database and associated activities will be designed to improve local governance and decentralized approaches to development; promote transparency and accountability in the management of climate change funds; track the adequacy and equity of climate change spending; monitor collections, transfers, and spending of climate change funds; and promote climate-resilient investments and sustainable local economic development. More specifically, the objectives of this research are:
Build a partnership with government, development partners and financial organizations involved in climate financing to facilitate timely, more accessible and quicker access to climate change finance plans and data;
Develop and operationalize an online interactive database (CLIFiNA) primarily for tracking, monitoring and facilitation of analysis of climate change finance data;
Examine the use of CLIFiNA in supporting the ongoing implementation of Tanzania’s climate change response strategy through support for the diversification of sources of climate change finance;
Support the realization of nationally determined contributions through improved financial management and governance from a culturally acceptable local perspective and share best practices with others, particularly in the African region, using CLIFiNA;
Build the capacity of different stakeholders to strengthen understanding of benefits from local climate change adaptation, mitigation, as well as the transparency and accountability of ongoing climate change response initiatives.
General Conditions for the Scholarship Position
1) Scholarship positions: Two (2) positions for Masters and one (1) post for PhD.
2) The scholarship is expected to commence in July 2026.
3) The positions are partially funded and will cover only research costs, following the research cost guidelines of the University of Dar es Salaam postgraduate guidelines.
4) Suitable candidates are those with proposals addressing thematic areas of the project
5) The applicant for Masters scholarship should be an enrolled student at the UDSM or SUZA to pursue climate change-related degree programmes
6) The applicant for a PhD scholarship should be an enrolled student at the UDSMto pursue climate change-related degree programmes
7) The candidates may be required to participate in project activities and follow UDSM or SUZA Postgraduate Studies Regulations.
3.0Scholarly eligibility requirements
1) Applicants for the Masters scholarship should have completed Master’s coursework in climate change-related degree programmes at the UDSM or SUZA
2) Applicants for PhD Scholarship should be a registered student in the Climate Change and Sustainable Development Programme, University of Dar es Salaam
3) Experience in research applying qualitative and/or quantitative research methodologies
4) Experience in literature reviews, data management and analysis
5) Excellent communication skills in English and Kiswahili (speaking and writing).
