The Tanzania Rural and Urban Roads Agency (TARURA) was established in accordance with the Government Agencies Act, Chapter No. 245 and was officially announced in the Government Gazette No. 211 of 12 May 2017. The Agency officially began operating on 1 July 2017 and has now completed approximately 5 years since its establishment.
The main objective of the establishment of TARURA is to address the challenges that arose when the responsibility for the Management of the District Road Network was under the Local Government Authorities (LGAs) 184, but also to address changes in the road sector with a view to improving services and increasing efficiency.
The main responsibility of TARURA is to manage the maintenance, rehabilitation and construction of the District Road Network totaling 144,429.77 kilometers which were managed by 184 Local Government Authorities and coordinated by the Prime Minister’s Office – RALGM under the Department of Infrastructure.
Other responsibilities of the Agency are as stipulated in the Agency’s Establishment Document No. 211 of May 2017 including testing and conducting research on construction materials through the Central Materials and Research Laboratory Unit, controlling the weight of vehicles on the road and protecting road reserve areas.
In addition, the Agency carries out its responsibilities by entering into special contracts known as (Annual Performance Agreement ‘APA’) between it and the Road Fund for road maintenance works and the Prime Minister’s Office – RALGM for development project works.
