1: Logistics Officer – Rail Cold Chain Project
Locations: Dodoma, Tanzania, The United Rep.
PURPOSE OF THE ASSIGNMENT:
The National Logistics Officer – Rail Cold Chain Project Manager will report directly to the Head of Supply Chain and the Dodoma Office, based in Dodoma. This role is responsible for the strategic planning, coordination, and execution of the Rail Cold Chain Project (horticulture).
The initiative is designed to strengthen the capacity of smallholder horticulture farmers and producers of other perishable goods, including livestock and fisheries, by connecting them to urban markets, processors, and exporters along the central railway line through specialized cold chain transport and logistics services.
The Project Manager will lead stakeholder engagement and foster effective collaboration among WFP, TRC, aggregators, and other partners to establish a sustainable rail-based cold chain system.
The objective is to expand farmers’ access to premium markets, minimize post-harvest losses, and enhance regional and international trade connectivity.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
Lead the design, planning, and implementation of the Rail Cold Chain Project, ensuring alignment with WFP’s supply chain strategy and national priorities.
Develop project work plans, timelines, and performance indicators to monitor progress and outcomes.
Facilitate strong collaboration between WFP counterparts, internal and external stakeholders, including farmer groups, aggregators, retailer associations, processors, and exporters.
Establish and maintain strong partnerships to ensure smooth integration of cold chain logistics into the central railway system.
Oversee the establishment of specialized rail-based cold chain transport and logistics services.
Ensure infrastructure, equipment, and operational processes meet international standards for perishable goods handling.
Facilitate collaboration with internal and external stakeholders to build the capacity of smallholder horticulture farmers and producers of perishable livestock and fisheries products, ensuring their competitiveness in premium urban and export markets
Support training initiatives and knowledge transfer to reduce post-harvest losses and improve product quality.
Enhance connectivity between rural producers and urban markets, processors, and exporters.
Promote regional and international trade opportunities through efficient cold chain transport and logistics services.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University degree in Transport and Logistics, Transport Economics, Supply Chain, Logistics, Engineering, Agriculture Economics, Agriculture Business or other related field, or First University degree with additional years of related work experience and/or training/courses.
Experience:
Minimum of 5 years of progressively responsible experience in supply chain, logistics, or project management, preferably in agriculture or cold chain systems.
Proven experience in managing multi-stakeholder projects, including government agencies, private sector, and international organizations.
Strong knowledge of cold chain logistics, perishable goods handling, and agricultural value chains.
Excellent communication, negotiation, and partnership-building skills.

2: Impact Evaluation/Assessment Officer
KEY ACCOUNTABILITIES:
Under the direct supervision of the Head of RAM (Research, Assessment and Monitoring), and technical guidance from the Activity 2 team, the Impact Assessment Expert will have the following responsibilities:
Lead the development of terms of reference and inception report for impact evaluations and related assessments relevant for Activity and CLTF.
Support the process of identifying and contracting evaluation firms and partners for the roll-out of the research agenda.
Lead the process of establishing the Evaluation Reference Group (ERG), including development of the ERG Terms of Reference; manage all consultation with the ERG members according to the agreed milestone.
Lead the coordination of data collection and analysis, together with the evaluation firm.
Ensure compliance with ethical standards, data protection policies, and do-no-harm principles in all evaluation activities.
Review reports, data analysis and other analytical outputs, ensuring coherence with project objectives and WFP’s strategic vision.
Prepare stakeholders consultation and validation sessions, ensuring participatory and inclusive approach to Activity 2 research agenda and CLTF impact assessment.
Provide technical guidance and capacity building to enumerators and local partners on data collection tools and ethical standards.
Monitor progress and mitigate risks during fieldwork, addressing emerging issues promptly.
Lead the preparation of evaluation reports, policy briefs, and lessons-learned documents.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Master’s degree in economics, political science, sociology, public policy, or related fields, including training in econometrics and statistics.
Professional Experience:
At least six years prior experience in humanitarian or development work, with a focus on research or evaluations.
Knowledge & Skills:
Work experience managing evaluations of social protection, humanitarian assistance, climate action, or resilience programmes in low- or middle-income countries; experience with joint evaluations is a plus.
Work experience managing humanitarian or development interventions in low- or middle-income countries. Ability
to work independently and as part of a team.
Well organized, detail-oriented, and able to prioritize and manage multiple tasks simultaneously with minimal supervision.
Experience in providing research assistance and record of strong performance.
In-depth experience in project/programme impact evaluation preferred.
Demonstrated ability to coordinate multiple teams of people, organizations and activities concurrently.
Experience in the analysis of quantitative survey data.
Experience using statistical software such as SPSS, Stata or preferred Willingness
to undertake regular and extended field visits and interact with different stakeholders.
Languages:
Strong oral and written communication skills in English and Swahili.
3: Monitoring Assistant, G5, FT
KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive):
Verify the planned movements and distribution of food or non-food items, resolving routine issues and escalating where appropriate, to ensure that the quantity distributed, and the quality of the operation is in line with WFP standards.
Collect and summarize assistance programme(s) data, collaborating with cooperating partners where required, conduct analysis, and prepare reports in order to support programme reviews and informative decision-making.
Liaise with cooperating partners and internal counterparts to gather feedback and comments to support program reviews and improve services.
Suggest improvements to field monitoring processes and procedures for efficient implementation of the assistance program.
Arrange for regular meetings with community leaders and cooperating partners on commodity pipeline, distribution arrangements, food entitlements and other relevant issues to support effective communication flow and efficient operations.
Allocate tasks to other staff, providing guidance and on-the-job training to support their development and high performance.
Provide standard trainings for cooperating partners on WFP operational practices, monitoring tools and methods in order to support them to independently self-monitor and to contribute to the visibility of WFP in the coverage areas.
Prepare field mission reports to document program implementation.
Follow set emergency response processes and procedures for emergency food assistance.
QUALIFICATIONS AND EXPERIENCE:
Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.
Experience: 5 Years related job experience.
Knowledge and Skills:
Has experience collecting program output and outcome data, conducting quantitative and qualitative analyses, and reporting findings to management team, partners, and other stakeholders.
Has experience utilizing WFP monitoring and evaluation systems and standards.
Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.
