1: In Gate & Out Gate Officer

JOB SUMMARY

Provide support for the implementation of DIL’s logistics policies and processes by participating in planning/ coordinating movement of cement products and/ or materials between the Plant and approved areas

KEY DUTIES AND RESPONSIBILITIES

Dispatching all trucks on SAP before allowing them out
Verifying all drivers on biometric system before dispatch
Receiving and maintaining details of dispatched trucks in a register.
Ensure dispatch of registered ATCs to the weighbridge in a timely manner.
Maintain log of incoming and outgoing trucks from the Plant, with information including quantity of products, arrival/ departure time, name of driver, etc.
Ensure that all plant logistics activities comply with DIL’s Health, Safety, and Environment standards.
Coordinate efficient and timely loading of customers’ trucks with purchased products on a FIFO basis.
Develop and submit reports of logistics activities at the Plant and provide recommendations where necessary.
Perform any other duties assigned by the Head Transport.

KEY REQUIREMENTS

Bachelor’s degree or its equivalent in business, Transport & logistics, or any other related field
Minimum of two (2) years’ experience in logistics management

2: Senior Transport Manager (STM)

Key roles and responsibilities of the Senior Transport Manager (Operations):

Be responsible for coordinating and managing the activities of fleet Managers and their teams.
Ensure compliance of trucks in terms of operations and maintenance and that customer are satisfied with the level of service provided.
Responsible for strategic planning by the continuous evaluation of the company’s truck fleet in order to formulate plans to improve the efficiency, effectiveness and economy of fleet assets in the short, medium and long term.
Responsible to informing management of any action necessary to reduce fleet operating costs.
Conduct annual performance appraisal for fleet personnel under him.
Responsible for the general supervision over the use of truck fleet and for directing the attention of the management to any unsatisfactory circumstances that come to notice.
Ensure periodic review, monitoring and reporting of truck asset maintenance
Responsible for planning and coordinating the responsibilities contained in Company’s policies.
Supervise scheduling of truck movements.
Participate in the design and articulation of DCT’s truck fleet management strategy, policies, and procedures to ensure alignment with truck operations.
Coordinate the execution of DCT’s fleet operational strategy/plan in line with agreed upon guidelines.
Manage/monitor efforts of all fleet managers to achieve synergies and ensure achievement of the operations targets.
Oversee liaison with maintenance unit to ensure trucks are always in good working condition.
Supervise proper fleet management to improve the availability and utilization of the fleet, reduce downtime and troubleshoots deviations from routes.
Ensure fleet managers are adhere to company regulations and freight transportation laws.
Proactively identify potential operational issues and opportunities in the fleet operations department.
Oversee in conjunction with the recovery units, the return to operational condition any impounded, accidental, or damaged trucks in line with agreed timelines.
Plan, develop and execute a truck replacement schedule.
Keep abreast of recent developments in the logistics and transportation laws and regulations.
Identify/coordinate training needs for fleet operations employees.
Participate in safety committee meetings.
Preparation of daily, weekly, and monthly operational reports.
Hold regular toolbox and safety meetings with team members.
Perform any other duties as may assigned by Head of Transport or Management.

Educational qualification & experience

The ideal candidate should possess as minimum requirement:
Bachelor’s degree (preferable) in Transport and Logistics.
Master’s degree with specialization in Transport and Logistics (preferable)
25 years (Preferable) of related experience with at least 15 years specific experience in transport.
Able to operate effectively in a high-volume service driven transport operation

Legal Officer

To provide legal and compliance support to the Head of Legal for Pan-Africa (Anglophone), with a particular focus on the legal operations of the cement business in Tanzania. The Legal Officer will ensure that the company’s operations comply with applicable laws and internal policies, and will support contract management, regulatory filings, dispute resolution, and corporate governance matters.

Key Responsibilities:

Legal Advisory & Compliance

– Provide legal advice on Tanzanian laws relevant to the cement industry, including but not limited to the Companies Act, Environmental Management Act, Employment and Labour Relations Act, and Mining Act.

– Monitor and ensure compliance with local and regional regulatory requirements.

– Support the implementation of group-wide compliance initiatives in Tanzania.

Contract Management

– Draft, review, and negotiate commercial contracts, including supply agreements, service contracts, and MoUs.

– Maintain a contract database and ensure timely renewals and compliance with contractual obligations.

Regulatory & Statutory Filings

– Liaise with regulatory bodies, Tanzania Revenue Authority, and the Business Registration and Licensing Agency (BRELA).

– Ensure timely filing of statutory returns (where applicable) and maintenance of corporate records.

Dispute Resolution & Litigation Support

– Assist in managing disputes, including labour, commercial, and environmental matters.

– Coordinate with external counsel and monitor litigation progress.

Corporate Governance

– Support board and committee meetings by preparing resolutions, minutes, and compliance reports.

– Ensure adherence to internal governance frameworks and group policies.

– Review policies and procedures where required.

Cross-Border Coordination

– Collaborate with legal teams across other Pan-African jurisdictions to harmonise legal practices and share best practices.

– Provide legal support for regional projects and transactions.

– Perform such other legal tasks as may be assigned.

Qualifications & Experience:

– Bachelor of Laws (LL.B) from a recognised university; admission to the Bar in Tanzania is an advantage.

– Minimum of 5 years’ post-qualification experience in corporate/commercial law, preferably in the manufacturing or extractive sector.

– Experience working in or with multinational organisations or Pan-African operations is desirable.

4: Process Engineer

Key Duties and Responsibilities

Monitor various sections of the production line from the Central Control Room (CCR).
To ensure precision and adherence to standards in the cement production process.
Provide relevant information and direction to patrollers and operators in the production line based on monitored operations in liaison with the shift coordination
Monitor and control all sections of the plant process lines to ensure stable equipment operation, employee safety and compliance with prescribe standards and environmental regulations.
Log in process data at specified intervals, documents and report operational activities accordingly.
Ensure smooth operation of the crusher, raw mills, kiln, and cement mills by providing constant feedback and relevant guidance to shift coordinators, Engineers, Patrollers and Operators in the execution of the field work.
Inform patrollers, Attendants and operators of failures, potential failure or trouble spots and provide direction for problem solving.
Diagnose and troubleshoot potential operating problems, either in consultation with shift coordinators, Engineers and the section Head or independently when immediate action is necessary to ensure production resumes
Continuously review the plant automation system and make recommendations for improvement based on leading practises
Prepare detailed reports on the work undertaken in clear and concise manner
Supervise casual staff to ensure all conveyors belts in the unit are clean and free from jamming.
Ensure cement and clinker production targets are achieved during respective shift.
Perform any other duties assigned by the section Head /HOD

Key Requirements

Holder of BSc in Chemical and Processing Engineering or any related discipline.
At least 2 years of working experience in relevant position.

5: Fleet Manager (FM)

JOB SUMMARY

Performing SAP related activities for Transport Department (Trained for TMS, MM & SD) core user

KEY DUTIES AND RESPONSIBILITIES

Liaise with FOS in all issues related to fleet management.
Maintain electronic databases of sales, registration, inspections, and maintenance of fleet management.
Ensure fleet availability to meet all requests by scheduling, forecasting, and surveying current user trends.
Arrange fleets and fleets operational staff to provide support and schedule special event planning.
Monitor and ensure fleet operation in compliance with local and state rules and regulations.
Facilitate and implement corrective actions and capacity building to manage entire fleet to achieve company objectives.
Ensure that vehicle and drivers logbooks are properly maintained for input vehicle into relevant documentations.
Oversee activities involving vehicle licensing, renewal, and other statutory registrations.
Review and sign-off on periodic vehicle fuelling requests, in line with approved provisions.
Coordinate routine servicing, repair of vehicle as at when required and maintain relevant documentations.
Performe periodic vehicle inspection, report incidences and provide recommendations to Head of Department
Liaise with the approved mechanics workshops to ensure prompt and complete service and repair of DCL trucks.
Prepare and submit monthly report fleet.
Perform any other related duties as may assigned by Senior Manager/Head of Transport

KEY REQUIREMENT

First degree or its equivalent in Transport and Logistics or procurement.
Professional qualification in procurement and logistics
At least two (5) years’ experience in a generalist logistics role.

6: Fleet Officer

Job Summary

Provide support for the implementation of DIL’s Transport policies and processes by participating in planning/ coordinating movement of cement products and/ or materials between the Plant and approved areas.

Key Duties and Responsibilities

Manage vehicular traffic, including loading activities (off-loading and on-loading) at the Plant to ensure overall orderliness and efficiency of depot operations.
Ensure appropriate storage of incoming materials at the designated facilities in the Plant.
Coordinate loading of products onto allocated trucks for dispatch to approved locations outside the Plant.
Ensure that all plant logistics activities comply with DIL’s Health, Safety, and Environment standards.
Coordinate efficient and timely loading of customers’ trucks with purchased products on a FIFO basis.
Develop and submit reports of logistics activities at the Plant and provide recommendations where necessary.
To ensure recovery of AGO for short kilometres.
To ensure all accident and related documents are collected on time.
To ensure all vehicles are coming with raw materials from designated location whenever there’s feasibility of collecting raw materials.
To ensure timely allocation of vehicles for collecting spares and other required by plant or other used department. Liaising with Transporters acquiring information on: Arrival of Trucks, Truck Breakdowns, and any other Emergency Occurrences
Perform any other duties assigned by your HOD & senior.
