About TAMISEMI

Since 1961 until now, the President’s Office – RALGM has been an independent Ministry, a Ministry under the Prime Minister’s Office and in the President’s Office as it is now. The decision on where it is located has been made to strengthen the performance of this Office.

The President’s Office – RALGM is the only Ministry whose Headquarters started in Dodoma City since the early seventies when the Government declared the Headquarters of the Government to be Dodoma and in Dar es Salaam there has been a small Office. The existence of the Headquarters in Dodoma was aimed at providing equal opportunities for its main stakeholders, especially the Regions and Local Government Authorities, to reach Dodoma easily when they pursue various services.

The purpose of the existence of Local Governments is to transfer Power to the Citizens, which is rooted in the Constitution of the United Republic of Tanzania of 1977 in Chapter 8, Articles 145 and 146. The transfer of power to the citizens is through Local Government Authorities and that is why Local Governments and the participation of the Citizens in the development process have been recognized in the Constitution and Laws of the United Republic of Tanzania.

When our country gained its independence, there were ten administrative provinces which were inherited from the British colonial rule in 1966. The first President, the late Julius Kambarage Nyerere, with the authority given to him, created 15 Regions and abolished the system of dividing the country into Provinces. To date, our country has 26 Regions, 139 Districts, 184 Councils, 570 Divisions, 3,956 Wards, 12,319 Villages, 64,384 Subdistricts and 4,263 Streets. After independence, there were a total of 45 Councils and by 2009 there were 129 Councils and this number has continued to increase to 184 in 2021.

At the time of Independence, there were no City Councils and now there are 6 City Councils, there was one Municipal Council of Dares Salaam and now there are 20 Municipal Councils, there were 9 City Councils and now there are 21 City Councils and 10 District Councils and now there are 137 District Councils.

The Government continued with the Local Government system inherited from the Colonialists and used it as a tool to bring about development on democratic principles. Due to various challenges faced by the performance of Local Government Authorities after independence in the early seventies, the Government abolished these Authorities and introduced the Regional Authorities system.

This system made Local Governments dependent on the Central Government for everything due to the citizens not participating in decisions and also in development activities, the country’s economy stagnated and living standards declined. Due to this situation, Local Governments in the form of Municipal Authorities were restored in 1978 and in 1984 Local Governments were restored in the form of District Authorities.

With the aim of strengthening Local Governments and enabling them to provide better services to the citizens, the Government has been taking various steps. One of these steps is the establishment of the Local Government Reform Programme on Decentralization by Devolution (D-by-D) which was initiated in 1998 which focused on decentralization of power to the citizens.

During the Reform period, the Government issued the Policy Paper on Local Government Reform Programme on Decentralization by Devolution (D-by-D) as an appropriate means of achieving and accelerating social and economic development and improving service delivery to the citizens. This policy decision aimed to overcome the shortcomings that existed in the previous systems and provide solutions to the existing challenges.

This D by D concept is built on the basis of moving from a system of Central Government Authorities having all the decisions and Local Governments being only the Implementer (i.e. Importer and Implementer) to a system of Local Governments having the Legal Authority to decide matters in their area and implement them. Thus, having a system of negotiation relations in the implementation of development activities. This concept aims to devolve more power to the citizens.

The TAMISEMI releases the Form one selection 2026 list for Primary School Leaving Examination (PSLE) candidates seeking admission into Government secondary school for the 2026/2027 academic year. This comes after NECTA release the Primary School Leaving Examination (PSLE) 2025 examination results.

Step 1: Go direct to TAMISEMI website: https://www.tamisemi.go.tz/

Step 2: Find ANNOUNCEMENT tab.

Step 3: Click Form One Selection 2025.

Step 4: Choose a region.

Step 5: Choose district.

Finally, choose school name

How to get Joining Instruction

1. Visit the relevant district office. Visit the district offices where you studied.

2. Visit school where you studied. Sometimes the instructions to join secondary education “joining instructions” are found in the school where the student studied.

3. Via online. Instructions for form one sometime are posted online through official websites of the school district you attended.
