1: Programme Policy Officer (Climate Services Expert), SC9 – Dar-es-Salaam

Climate extremes are a key driver of food insecurity in Tanzania. The climate crisis is compounding drivers of food insecurity, including conflict and economic shocks.

To successfully manage these intersecting issues, disaster risk management and humanitarian response systems need to evolve from crisis response to forward-looking risk management, closely linked to climate science and climate services.

The impact of climate extremes can be reduced when reliable climate observations and forecasts, translated into actionable climate services geared towards more informed decision-making to support most at risk communities.

The Climate Services Expert will be leading efforts for the implementation of climate services at the national and local government/district and community levels under an Anticipatory Action project funded by NORAD.

The expert will also support the integration of indigenous knowledge systems in climate service and AA programming and developing gender-sensitive climate advisories and Early Warning messages.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Masters’ degree in climate science, meteorology, climatology, environmental sciences, development and climate adaptation

Experience:

3-5 years of post-graduate experience in in planning and managing technical cooperation programmes and relevant advocacy programmes in meteorology, climatology, sustainable development

Knowledge & Skills:

Strong analytical, written and oral communication skills, excellent interpersonal skills and ability to work in a team; ability to plan and organize work with minimum supervision; ability to work under pressure and meet tight deadlines; General knowledge of UN system policies, rules, regulations and procedures.

Languages:

Fluency (level C) in English language & Kiswahili.

2: Programme Officer (Social Protection), SC9 – Dodoma

Purpose of the assignment:

This role supports the Changing Lives Transformation Fund (CLTF) Adaptive Social Protection initiative, ensuring effective integration of social protection, resilience and climate adaptation strategies.

The Programme Associate (Social Protection) will play a key role in delivering capacity strengthening initiatives for government institutions and partners, with a strong focus on WFP’s Social Protection Policy building blocks, including delivery mechanisms, shock-responsive approaches and linkages to climate resilience.

The Programme Associate will ensure that WFP’s support is aligned with national policies and systems, contributing to strengthening coordination platforms and fostering strategic partnerships.

The incumbent will help facilitating stakeholder engagement, and collaboration with WFP teams, and local authorities to ensure coherent implementation and dissemination of the CLTF initiatives.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced degree in International Development, Political Sciences, Social Sciences, Anthropology, Sociology, Economics, or other related field, or first University Degree with additional years of related work experience.

Experience:

Minimum of 5 years of experience in social protection programming, including related to national programmes, policies, strategies and institutional structures. Proven experience in design and implementation of social protection programmes; strong technical knowledge of social protection policy frameworks, delivery mechanisms, financing mechanisms, M&E systems, and linkages with food security and resilience; experience with adaptive and shock-responsive systems will be valued; demonstrated ability to work with national actors, including government ministries, social protection agencies, and development partners; additional experience around food security, humanitarian response and Cash Based Transfer (CBT) will be valued.

Knowledge & Skills:

Strong analytical and communication skills with the ability to translate complex concepts into actionable strategies; lead planning and coordination with multi-stakeholder projects; stakeholder engagement and negotiation skills; guide multi-sectoral assessments, advocacy and representation experience, monitoring and reporting.

Languages:

Fluency in English and Swahili.

3: Programme Assistant, SC5 – Zanzibar

JOB PURPOSE:

A job holder is responsible for providing support on administrative, operational, partner & government engagement and coordination to ensure smooth implementation of WFP activities in Zanzibar.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education:

Completion of secondary school education. A post-secondary including a first degree in Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or other related fields relevant to international development assistance.

Experience

– At least 1 – 3 years’ experience in a similar position.

– Has observed or assisted with policy discussions.

– Experience in coordination with government counterparts and partners.

– Has gained experience in implementing technical programmes, (i.e. Nutrition, Agriculture, seaweed, Anticipatory Action, DRR, School feedings etc.)

– Has implemented Programmes and provided inputs into designing operations.

Language:
Fluency in both oral and written communication in English and Kiswahili.
