1: DIRECTOR OF FIBER INFRASTRUCTURE & NETWORK STRATEGY

Key Responsibilities

  • Lead the long-term 25-year government agreement, ensuring full compliance with telecom regulations and infrastructure standards.

  • Oversee full fiber network rollout, from backbone infrastructure to last-mile connections for homes and businesses.

  • Manage the NICTBB partnership, ensuring efficient use of government infrastructure for BTS backhaul and PoP connections.

  • Lead urban Metro network construction, ensuring on-time, on-budget delivery to Viettel quality standards.

  • Oversee O&M teams to reduce fiber cuts, improve MTTR, and maximize network uptime.

  • Serve as the main technical liaison with regulators on fiber rights-of-way and network sharing.

Requirements and Qualifications

  • Experience: Minimum of 10 years of progressive experience in the telecommunications sector, specifically within fiber optics (OFC) and transmission.

  • Education: Bachelor’s or Master’s degree in Telecommunications Engineering, Electrical Engineering, or a related field.

  • Technical Skills: Deep understanding of DWDM, SDH, GPON technologies, and large-scale IP/MPLS network architectures.

  • Leadership: Proven track record of managing large cross-functional teams and multi-million dollar infrastructure budgets.

  • Regulatory Knowledge: Strong knowledge of the Tanzanian telecom landscape, including familiarity with TCRA regulations and NICTBB operational protocols.

2: REGIONAL FIBER OPERATIONS OFFICER

Key Responsibilities

  • Lead regional fiber operations across all zones by establishing structured management systems, clear reporting lines, and strict operational cadences.

  • Enforce Operations and Maintenance (O&M) standards across all regions to achieve 99.99% network uptime for backbone and metro fiber networks.

  • Develop and implement preventive maintenance programs, including OTDR testing, manhole inspections, and route patrols to proactively detect and prevent network degradation.

  • Manage major network outages by coordinating rapid-response teams and ensuring timely SLA-based restoration of services.

  • Conduct detailed root cause analysis (RCA) after incidents and implement corrective measures to eliminate recurring failures.

  • Oversee regional resource allocation, OPEX control, and stakeholder engagement, including securing RoW permits.

Requirements and Qualifications

  • Experience: Minimum 10+ years of progressive experience in telecommunications, with at least 5 years in multi-region or national field leadership roles.

  • Education: Bachelor’s or Master’s degree in Telecommunications, Electrical Engineering, Business Administration (with technical grounding), or a related field.

  • Technical Skills: Strong technical expertise in DWDM, SDH, GPON, and large-scale IP/MPLS networks, including fiber testing and modern O&M methodologies.

  • Leadership: Proven leadership in managing large cross-functional field teams (100+ staff) and overseeing multi-million dollar regional OPEX budgets.

  • Regulatory Knowledge: Strong knowledge of Tanzania’s telecom environment, including TCRA and NICTBB frameworks.

3: SENIOR FIBER PLANNING & TRANSMISSION ENGINEER

  • Design end-to-end fiber network architectures, including backbone, metro, and FTTx solutions with full redundancy and scalability.

  • Engineer optical network topologies and link budgets to ensure signal quality, reliability, and zero single point failures.

  • Monitor network capacity and forecast bandwidth demand to drive proactive upgrades across transmission layers (10G/100G/400G).

  • Design and manage technical integration with NICTBB and other core interconnection points for optimal routing.
