Action Against Hunger USA is part of the Action Against Hunger International network. As an independent NGO, Action Against Hunger USA currently manages operations in eight countries: Kenya, South Sudan, Tanzania, Tanzania, Uganda, Ethiopia, Zambia, and Haiti. Action Against Hunger-USA has over $100 million in programs and approximately 1,800 permanent staff based in New York City, Washington D.C., Nairobi, and country offices. Additional growth is anticipated.

1: Human Resource Officer

Purpose

The HR Officer is responsible for delivering efficient and compliant human resource operations that support the achievement of Action Against Hunger Tanzania Country Office objectives.

This role contributes to strengthening people management systems, workforce planning, employee experience, and HR compliance through effective implementation of HR policies, payroll administration, employee lifecycle management, staff engagement initiatives, and HR data management.

The position ensures consistent application of organizational policies and labor regulations while promoting a professional, accountable, and people-centered work environment that enables staff performance and organizational growth.

Key Responsibilities

Support workforce planning and staffing requirements across departments.

Coordinate end-to-end recruitment and selection processes.

Prepare vacancy announcements and recruitment documentation.

Coordinate candidate sourcing, screening, interviews, and assessments.

Conduct reference and background checks.

Prepare employment contracts and offer documentation.

Coordinate onboarding and induction processes.

Monitor probation periods and employee confirmations.

Maintain recruitment records and recruitment metrics.

Skills and qualifications

Required Qualifications

Degree in Human Resources Management, Business Administration, Commerce, Organization Development or relevant field.

At least 3+ years’ experience in a similar role. International NGO experience is an added advantage

Experience using HRIS and payroll software

Ability to process payroll accurately and maintain employee records

Knowledge of statutory deductions and payroll compliance

Proficiency in HR reporting and database management

Required Skills & Experience

Professional Certification in Human Resource Management.

Excellent people management, analytical, problem-solving, negotiation, interpersonal and communication skills.

Demonstrated ability to work effectively in an individual capacity and as part of a team, and an ability to multitask.

Confidentiality, accountability, integrity, and ability to handle sensitive situations.

Fluent in both spoken and written English and Swahili.

Proven competency in the use of computer applications.

2: Finance Officer

Purpose: The Finance Officer will support effective financial management at Action Against Hunger Tanzania by ensuring compliance with donor, organizational, and statutory requirements. The role oversees financial transactions, budgeting, reporting, internal controls, audit preparation, and partner financial capacity strengthening to ensure accountable use of resources.

It also ensures timely monthly accounts, provides financial analysis of receivables, payables, and reconciliations to support decision-making, and manages cash, bank operations, treasury forecasting, and capacity building within the finance function.

Required Qualifications and Professional Experience

A bachelor’s degree in accounting/finance/commerce from a recognized University

CPA (T), ACCA or equivalent professional qualification is an added advantage.

Minimum 4 years of progressive experience in finance and accounting, preferably in an international NGO.

Experience managing donor-funded projects (GAC, ECHO, EU, USAID, UNICEF, FCDO, etc.).

Strong understanding of financial controls, budgeting, and audit processes.

Advanced proficiency in Excel and accounting software/ERP systems.

Excellent analytical, organizational, and communication skills.

Fluency in English

Decision making skills, problem solving skills, ability to work within deadlines.

Ability to pay attention to detail

Self-starter with a strong desire to promote and implement continuous improvement efforts
