Objective of the Consultancy

The objective of this consultancy is to conduct a comprehensive market assessment in the target districts of Kigoma Region to identify and prioritize viable, climate-resilient, market-driven livelihood opportunities for displacement-affected and host communities.

The assessment shall further identify opportunities that contribute to climate resilience, disaster-risk reduction, social cohesion, durable solutions, and economic inclusion for displacement-affected communities (DACs) and host communities.

It shall include assessment of labour-force readiness, and identification of market systems constraints and opportunities.

The assessment will provide evidence-based recommendations to inform the design and implementation of livelihood interventions under the RE2CLID project, including labour-force readiness, identification of market systems constraints and opportunities, skills development, entrepreneurship support, private sector engagement, access to finance, and waste-to-wealth initiatives.

Scope of Work

Under this consultancy, the Consultant will undertake a comprehensive market assessment to inform the design and implementation of livelihood interventions under the RE2CLID project in Kigoma Region. Specifically, the Consultant will:

  • Assess and prioritize viable green livelihood and employment opportunities in the target districts of Kigoma Region, with a focus on sectors such as renewable energy, climate-smart and nature-based agriculture, eco-friendly businesses, waste management, recycling, and other circular economy opportunities.
  • Identify market demand, business viability, employment potential, entry barriers, climate resilience benefits, and district-specific opportunities for youth, women, displacement-affected populations, and host communities.
  • Assess opportunities for engagement with private-sector actors, financial service providers, cooperatives, and business development actors, including market linkages, access to finance, enterprise development support, green business incubation, mentorship, and technology transfer.
  • Map relevant financial and business support mechanisms, including microfinance institutions, savings groups, youth financing windows, government programmes, and potential private investors that could support project implementation.
  • Assess the skills, training, and mentorship needs of target groups and identify existing capacities, skills gaps, preferred enterprise models, and opportunities for inclusive participation in prioritized livelihood sectors.
  • Assess the technical, commercial, and organizational feasibility of waste management and waste-to-wealth opportunities, including the transformation of plastic, textile, and organic waste into marketable products, and provide recommendations for the establishment and sustainability of the planned recycling centres.
  • Map vocational training institutions, business incubation actors, technical service providers, and other relevant support organizations capable of contributing to livelihood interventions and beneficiary capacity development.
  • Map and analyse key stakeholders relevant to the implementation and sustainability of livelihood interventions, including government authorities, private sector actors, training institutions, cooperatives, community-based organizations, humanitarian and development partners, and potential implementing partners.
  • Apply a market systems approach incorporating livelihood profiling, labour market analysis, value chain assessment, market demand analysis, stakeholder consultations, and gender, protection, and social inclusion considerations.
  • Develop evidence-based recommendations and operational guidance to support the implementation of project livelihood activities, including training programmes, incubation hubs, access to finance mechanisms, capital support initiatives, and waste-to-wealth interventions

Overall Assignment Duration

The consultancy is expected to be completed within six  months from the date of contract commencement. The Consultant shall undertake the assignment in accordance with the approved inception report and workplan. Any adjustments to the agreed timeline shall be discussed and approved in writing by IOM.

Payment Schedule

Payments shall be made in three instalments upon satisfactory completion and approval of the corresponding deliverables:

  1. First instalment: 20% upon submission and approval of the Inception Report and Desk Review and Preliminary Stakeholder Mapping Report.
  2. Second instalment: 40% upon completion of field data collection and approval of the Draft Market Assessment Report.
  3. Final instalment: 40% upon completion of the validation workshop and approval of the Final Market Assessment Report and all supporting materials.

Expected Outputs

The assessment is expected to produce the following outputs:

  • A prioritization of viable green livelihood and employment opportunities in the target districts of Kigoma Region.
  • District-specific findings and recommendations on livelihood opportunities for displacement-affected and host communities.
  • Analysis of market demand, business viability, employment potential, climate resilience benefits, and barriers to entry within prioritized sectors.
  • Analysis of finance and investment opportunities for youth, women, vulnerable groups, and green livelihood enterprises, including recommendations.
  • Skills gap analysis and recommendations on training, mentorship, and enterprise development approaches for target groups.
  • Assessment and recommendations on waste management and waste-to-wealth opportunities, including guidance for the establishment and sustainability of the planned recycling centres.
  • Mapping of vocational training institutions, business incubation actors, technical service providers, financial service providers, and other relevant support organizations.
  • Stakeholder mapping and analysis, including identification of potential implementation partners and opportunities for collaboration.
  • Recommendations for private sector engagement, market linkages, business development support, and access to finance.
  • Beneficiary targeting considerations and recommendations to promote inclusion, protection, gender responsiveness, and equitable access to livelihood opportunities.
  • Identification of potential livelihood opportunities (gender considerations) linked to infrastructure supported under the RE2CLID programme in Kigoma, including market sheds and other relevant facilities.
  • Operational recommendations and short-, medium-, and long-term sequencing to support the implementation of project livelihood activities, including training programmes, incubation hubs, capital support initiatives, and waste-to-wealth interventions.

Qualifications

Required Qualifications and Experience

Education

  • Advanced university degree (Master’s degree or equivalent) in Economics, Development Studies, Business Administration, Agricultural Economics, Environmental Management, Natural Resource Management, Labour Economics, Project Management, or a related field from an accredited academic institution; or
  • A first-level university degree in one of the above fields, combined with additional relevant professional experience.

Experience

  • At least ten years of relevant professional experience in market assessments, labour market analysis, value chain development, livelihoods programming, private-sector development, enterprise development, or related areas.
  • Demonstrated experience in conducting comprehensive market assessments using qualitative and quantitative research methods.
  • Demonstrated experience conducting market systems development (MSD), Emergency Market Mapping and Analysis (EMMA), Participatory Market Chain Approach (, PMCA), Making Markets Work for the Poor (M4P), value-chain, labour-market, or green economy assessments within humanitarian, resilience, or displacement contexts.
  • Proven experience in identifying and analysing climate-resilient and market-driven livelihood opportunities, including green businesses, climate-smart agriculture, renewable energy, waste management, recycling, or circular economy initiatives.
  • Experience in market demand analysis, business viability assessment, employment potential analysis, value chain assessment, and identification of barriers to market entry.
  • Experience in assessing skills gaps, vocational training needs, mentorship requirements, and enterprise development opportunities for vulnerable populations.
  • Demonstrated experience in working with private-sector actors, financial service providers, cooperatives, vocational training institutions, business incubation actors, government authorities, and development partners.
  • Experience in mapping financial and business support mechanisms, including microfinance institutions, savings groups, government financing programmes, and private investment opportunities.
  • Experience in assessing waste management or waste-to-wealth initiatives, including the technical, commercial, and organizational feasibility of recycling or resource-recovery enterprises, is highly desirable.
  • Experience in applying gender, protection, disability inclusion, and social inclusion considerations in market assessments or livelihoods programming.
  • Previous experience working with displacement-affected populations, host communities, youth, and women is highly desirable.
  • Experience working in Tanzania, particularly in Kigoma Region, or in a comparable humanitarian and development context, is an advantage.
  • Previous experience working with IOM, United Nations agencies, international organizations, or donor-funded programmes is desirable.

Proficiency in both English and Swahili is required, in both Written and Spoken communication.
