30 Temporary Employment at Zanzibar Revenue Authority (ZRA) June 2026, The Zanzibar Revenue Authority (ZRA), headquartered in Mazizini, Zanzibar, is a Government Institution established under the Zanzibar Revenue Authority Act No. 11 of 2022.
The Authority is responsible for collecting Government revenue from domestic sources efficiently and in accordance with the law. In order to enhance the implementation of its revenue collection responsibilities and the provision of services to Taxpayers, ZRA hereby invites suitably qualified citizens to fill Temporary Employment Positions in its Unguja and Pemba Offices for a period of Twelve (12) months as follows:-
1. REVENUE OFFICER GRADE II POSITION 20 – UNGUJA AND POSITION 3 – PEMBA
A. QUALIFICATIONS OF APPLICANT
i. Must be a Zanzibari
ii. Must possess a First Degree in the field of Taxation, Accounting, Financial Management, Business, and Economics from a university recognized by the Revolutionary Government of Zanzibar.
iii. Must not be older than 30 years.
B. ADDITIONAL QUALIFICATIONS
i. Must be able to use a computer.
ii. Those with good understanding of using various Accounting packages such as MYOB, PASTEL, QUIKBOOK etc. will be given priority.
iii. Must be creative and able to work without supervision.
iv. Must be honest, have good ethics and be able to maintain Office and Government secrets.
v. Must be honest and able to work overtime.
DUTIES
a. Receiving taxpayer returns, including keeping records relevant to verifying these documents and storing them.
b. Assisting in reviewing taxpayer records and information to ensure that the correct tax is paid in accordance with the law.
c. Assisting in verifying tax claims.
d. Help identify and assess areas at risk of revenue loss and recommend actions to be taken.
e. Assist in making recommendations for audits and investigations to the taxpayer.
f. Monitor the issuance of electronic receipts to taxpayers during sales.
g. Promote the demand for receipts during purchases.
h. Monitor unregistered traders to pay taxes.
i. Monitor taxpayers who do not submit tax payment returns.
j. Monitor taxpayers who have submitted unpaid returns.
k. Maintain and store taxpayer information.
l. Assist in providing education on the use of electronic machines to taxpayers.
m. Assist in making recommendations on better management for taxpayers with the aim of strengthening revenue collection.
n. Prepare an implementation report and submit it to his/her supervisor.
o. Perform any other office work assigned by his/her Head of Department.
2. HUMAN RESOURCES OFFICER POSITION 2 – UNGUJA
A. QUALIFICATIONS OF THE APPLICANT
i. Be a Zanzibari.
ii. Must have a First Degree in Human Resources Management, Public Administration, or other related fields from a recognized University by the Revolutionary Government of Zanzibar.
iii. Must not be more than 30 years of age
B. ADDITIONAL QUALIFICATIONS
i. Must be proficient in using computers.
ii. Must have an understanding of Labor Laws and Public Service Regulations.
iii. Must be able to prepare information, statistics and service reports.
iv. Must be honest, have good ethics and be able to maintain office secrets.
v. Must be able to work independently.
JOB RESPONSIBILITIES
a. Assist in collecting and analyzing employee information;
b. Assist in maintaining employee records and recording salary payments, allowances and deductions in the Salary Register on a monthly basis;
c. Assist in monitoring the salary adjustments of employees and ensuring that they are included in the salaries of employees;
d. Assist in preparing employee benefits and their entitlements;
e. Assist in preparing the payment of severance pay and pensions for employees so that they are made on time;
f. Assist in managing attendance, leave and employee reports.
g. Assist in coordinating employee training and development activities.
h. Assist in preparing various Human Resources reports.
i. Perform other duties consistent with his/her responsibilities as assigned by his/her superior;
3. LEGAL OFFICER POSITION 1 – UNGUJA
A. QUALIFICATIONS OF THE APPLICANT
i. Be a Zanzibari.
ii. Possess a First Degree in Revenue Law or a First Degree in Law (LL.B) from an Institution recognized by the Revolutionary Government of Zanzibar.
iii. Must not be older than 30 years.
B. ADDITIONAL QUALIFICATIONS
i. Must be computer literate.
ii. Must have an understanding of Tax Laws, Employment Laws and Contract Laws.
iii. Must be able to analyze legal issues.
iv. Must be honest and have work ethics.
JOB RESPONSIBILITIES
a. Assist in providing legal advice to the Authority.
b. Assist in preparing and reviewing various contracts.
c. Assist in the conduct of proceedings concerning the Authority.
d. Conduct legal research and prepare legal opinions.
e. Assist in ensuring that the Authority complies with relevant laws and regulations.
f. Perform other duties assigned by his/her superior
4. RECORD OFFICER POSITION 1 – UNGUJA
A. QUALIFICATIONS OF THE APPLICANT
i. Must be a Zanzibari.
ii. Must have a Bachelor’s Degree in Records Management, Information Management Science, or other related fields.
iii. Must not be more than 30 years of age.
B. ADDITIONAL QUALIFICATIONS
i. Must be computer literate.
ii. Must have an understanding of Electronic Records Management Systems (ERMS), digital records management and the use of Archives Management Systems.
iii. Must be able to analyze records and document management issues.
iv. Must be honest, have good ethics and be able to maintain office secrets.
JOB DUTIES
a. Manage the receipt, registration, organization, storage and issuance of records and documents of the Authority in accordance with established procedures.
b. Establish and manage a file and records classification system to facilitate timely access to information.
c. Manage and monitor the circulation of files and documents in the various Departments and Units of the Authority.
d. Assist in preparing and implementing records retention and disposal schedules in accordance with relevant laws, regulations and guidelines.
e. Manage the safe storage of important records, confidential documents and records of lasting value.
f. Assist in the establishment, operation and management of electronic records and documents management systems.
g. Participate in the review, evaluation and improvement of records management systems within the Authority.
h. Conduct regular audits of records and files to ensure that they are maintained in accordance with established standards and procedures.
i. Coordinate record retention activities in the Records Centre and ensure records are readily available when needed.
j. Prepare statistics, information and reports relating to
management of the Authority’s records and documents.
k. Assist in the implementation of policies, laws, regulations and guidelines for records and documents management.
l. Perform other duties related to his/her profession as assigned by his/her Head of Department.
5. DATA ANALYST POSITION 1 – OPEN
A. QUALIFICATIONS OF THE APPLICANT
i. Be a Zanzibari.
ii. Hold a First Degree in Data Science, Statistics, Actuarial Science, Statistical Analysis, or other related fields from a University recognized by the Revolutionary Government of Zanzibar.
iii. Be not more than 30 years of age.
B. ADDITIONAL QUALIFICATIONS
i. Be computer literate.
ii. Have knowledge of using data analysis software such as Microsoft Excel (Advanced Excel), Power BI, Tableau, SPSS, STATA, R or Python.
iii. Have an understanding of the use of SQL in analyzing and mining data from various information systems.
iv. Have the ability to prepare dashboards, analytical reports and statistical illustrations (Data Visualization).
v. Have the ability to conduct Big Data Analysis and identify trends, patterns and risks that may affect revenue collection.
vi. Have the ability to interpret the results of data analysis and present them in simple language for management decisions.
vii. Be honest, have good ethics and the ability to maintain office secrets.
viii. Be creative and able to work independently.
JOB RESPONSIBILITIES
a. Collect, clean (Data Cleaning), process and analyze data from various Authority systems.
b. Prepare data analysis reports and statistics to support decision making.
c. Conduct revenue trend analysis, taxpayers and tax activities with the aim of identifying revenue collection opportunities and challenges.
d. Develop and manage dashboards, statistical models and performance indicator monitoring systems.
e. Identify patterns, trends and risks of revenue loss using data analysis techniques.
f. Conduct taxpayer information analysis and prepare recommendations for operational improvements.
g. Prepare revenue trend forecasting and other key performance indicators using statistical and data analysis techniques.
h. Assist in enhancing the quality, accuracy and integrity of data used in the Authority.
i. Prepare regular reports on the results of data analysis and submit them to his/her supervisor.
j. To perform other duties related to his/her profession as assigned by his/her Head of Department.
6. RISK MANAGEMENT OFFICER – POSITION 1 – OPEN
A. QUALIFICATIONS OF THE APPLICANT
i. Be a Zanzibari.
ii. Have a First Degree in Data Science, Actuarial Science, Accounting, Taxation, Economics, or other related fields from a University recognized by the Revolutionary Government of Zanzibar.
iii. Be not more than 30 years of age.
B. ADDITIONAL QUALIFICATIONS
i. Have good computer skills.
ii. Have an understanding of Risk Analysis and Risk Assessment methods.
iii. Have the ability to use data analysis programs such as Excel (Advanced), Power BI, Tableau, SPSS, STATA, R
or Python.
iv. Have an understanding of Risk Management Frameworks.
v. Have the ability to analyze large taxpayer data and identify risks that may affect revenue collection.
vi. Have the ability to prepare analytical reports and provide recommendations for risk management.
vii. Be honest, careful and able to maintain professional confidentiality.
viii. Have an understanding of tax laws, tax audit or tax compliance management.
JOB RESPONSIBILITIES
a. Collect, analyze and interpret various information with the aim of identifying risks that affect revenue collection.
b. Conduct risk assessments of taxpayers, business sectors and economic activities using data analysis techniques.
c. Prepare and update risk indicators to assist in the selection of taxpayers for audit, investigation or special monitoring.
d. Conduct analysis of tax compliance trends and identify areas of potential evasion or loss of revenue.
e. Prepare risk profiles of taxpayers, business sectors and various tax areas.
f. Collaborate with Audit, Investigation, Registration and Tax units in identifying and controlling revenue risks.
g. Develop and manage risk analysis systems using various data and technologies.
h. Provide professional advice on revenue risk management to relevant units.
i. Perform other duties related to his/her profession as assigned by his/her Head of Department.
7. INFORMATION OFFICER POSITION 1 – UNGUJA
A. QUALIFICATIONS OF THE APPLICANT
i. Be a Zanzibari.
ii. Have a first degree in Journalism, Mass Communication, Public Relations or other related fields from a university recognized by the Revolutionary Government of Zanzibar.
iii. Be not more than 30 years of age.
B. ADDITIONAL QUALIFICATIONS
i. Be able to use a computer.
ii. Be creative in designing advertisements and various ZRA publications.
iii. Be able to use image editing programs such as “Adobe Packages”.
iv. Be able to take still pictures, videos and edit them.
v. Be able to work overtime.
vi. Be honest, have good ethics and be able to maintain office secrets.
vii. Must be able to work without supervision
JOB RESPONSIBILITIES
a. Coordinate and implement communication and public relations strategies in accordance with the objectives of the institution.
b. Prepare, publish and distribute information to the media, including public statements, press releases and other official publications of the institution.
c. Manage relations between the institution and the media to ensure the availability of accurate and timely information.
d. Organize and coordinate press conferences, interviews, conferences and other public communication activities.
e. Monitor and analyze information published or broadcast by the media about the institution and prepare feedback reports for the Leadership.
f. Manage the content of the institution’s website and social media platforms to ensure that the information provided is accurate, up-to-date and complies with the institution’s guidelines.
g. Prepare programs, articles, advertisements, brochures, magazines and other materials for communication and public education.
h. Coordinate education and awareness campaigns for stakeholders regarding services, policies, programs and activities of the institution.
i. Manage and archive images, videos, news reports and various publications of the institution.
j. Advise the Leadership on public communication issues, management of the institution’s image and best practices in Information and Public Relations.
k. Participate in the preparation and implementation of Corporate Social Responsibility (CSR) activities and stakeholder engagement programs.
l. Coordinate the production of audio, photo and video content for the institution’s use.
m. Monitor comments, complaints and suggestions from stakeholders and assist in providing timely and appropriate responses.
n. Prepare reports on the implementation of communication activities and submit to the relevant authorities.
o. Ensure that all communication activities comply with laws, regulations, procedures and guidelines of the Government and the institution.
p. Design, produce and manage ZRA ONLINE TV programmes
q. Carry out any other duties assigned by his/her Head related to his/her profession.
