TERMS OF REFERENCE
Under the Kigoma Regional Secretariat and UNICEF, and in close collaboration with the PMO-RALG, the consultant will provide technical assistance to develop a five-year costed Kigoma Multisectoral Nutrition Strategy and response plan.
The assignment will involve reviewing the regional nutrition situation, analyzing the key determinants of malnutrition, facilitating stakeholder consultations, developing a multisectoral Theory of Change, and preparing a costed strategy, response plan and results framework to guide coordinated implementation.

Minimum requirements:
- Education: A master’s degree in public health/nutrition, epidemiology, health policy and/or management, health education, health promotion or other health related sciences is required.
- Work Experience: Minimum of 5 years of progressively responsible professional experience in nutrition, public health, strategic planning, multisectoral program development or related fields, including demonstrated experience supporting government-led nutrition planning, coordination and implementation at national, regional or district level
- Skills
– Strong understanding of Tanzania’s nutrition context, including Kigoma or similar vulnerable/refugee-hosting settings.
– Knowledge of multisectoral nutrition approaches across key sectors, including nutrition-specific and nutritionsensitive interventions.
– Expertise in developing multisectoral nutrition strategies, response plans, policies or action plans.
– Skills in situation analysis, causality analysis, Theory of Change, results frameworks and strategic planning.
– Expertise in developing costed implementation plans, budgets and resource mobilization approaches.
– Strong technical writing and presentation skills for strategies, reports, results frameworks and slide decks.
– Strong facilitation, consultation and consensus-building skills with government, partners and communities.
-Experience working with PO-RALG, regional secretariats, LGAs and multisectoral nutrition coordination platforms.
- Language Requirements: Fluency in English and Swahili, both written and spoken, is required.
Desirables :
- Experience in Kigoma or similar vulnerable/refugee-hosting contexts.
- Experience integrating nutrition into regional or district plans, budgets and monitoring frameworks.
- Experience developing costed plans, resource mobilization products and implementation tools with government and partners.
