1: Finance, Grants and Compliance Manager – Faith and Community Initiative (FCI)
KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
Required Professional Experience
- Minimum 6–8 years of progressive experience in financial management, grants compliance, and subaward oversight for donor-funded programs, preferably including U.S. Government funding.
- Demonstrated practical knowledge of, including 2 CFR 200award terms and conditions, cost allowability, procurement documentation, internal controls, subrecipient monitoring, audit readiness, and closeout.
- Experience working with World Vision or similar international NGO financial policies, National Office finance processes, and donor-funded program operations strongly preferred. strong audit outcomes.
- Proficiency with accounting software and ERP systems required, including use of experience using financial systems for budgeting, general ledger review, account coding, expenditure tracking, reconciliations, advances, reporting, cash management, and document retention.
- Advanced; advanced Excel skills and familiarity with donor financial reporting tools, grant trackers, partner monitoring templates, and shared document-management platforms strongly preferred.
- Experience supporting grant and subrecipient closeout processes, including final financial reporting, reconciliation of advances, resolution of questioned costs, asset disposition, and audit documentation.
- Experience coaching local partners and strengthening financial management and compliance capacity required. Excellent verbal and written communication skills in English; proficiency in the national/local language(s) strongly preferred.
- Experience with faith-based organizations and fragile or conflict-affected contexts preferred.

Required Education, training, license, registration, and certification
Bachelor’s degree required in accounting, finance, business administration, or a related field; Master’s degree or professional certification such as CPA, ACCA, CIA, CFE, or equivalent preferred.

Required Professional Experience
- Minimum of 10 years of progressively responsible experience managing large-scale, donor-funded health programmes, including substantial experience in senior leadership, programme management, financial oversight and staff supervision.
- Demonstrated experience engaging and managing relationships with institutional donors, U.S. Government agencies, host governments—including Ministries of Health and Finance—and multi-organisation consortia and implementing partners.
- Prior experience as a Chief of Party, Deputy Chief of Party, Project Director, Programme Director, Country Programme Manager, or equivalent senior leadership position is strongly preferred.
- Demonstrated experience representing major health programmes with U.S. Embassies/USG agencies, national governments, the Global Fund and other strategic development and health partners. Strong experience working with PEPFAR, CDC, USG, DoD, the Global Fund, or other major institutional health donors is strongly preferred.
- Proven experience supporting government ownership, institutionalisation and sustainability, including negotiating or facilitating the transition, integration or absorption of donor-supported services, programme functions, frontline health workers, systems and associated costs into government structures and domestic financing mechanisms.
- Demonstrated experience managing complex donor awards and ensuring financial stewardship, regulatory and contractual compliance, effective risk management and satisfactory audit performance.
- Strong leadership, diplomacy, negotiation, stakeholder engagement and partnership-management skills, with demonstrated ability to operate effectively across government, donor, faith-based, civil society and community structures. Excellent written and verbal communication skills in English; proficiency in relevant national/local language(s) is strongly preferred.
- Sufficient technical understanding of integrated health programming, including HIV, TB, malaria, maternal and child health, nutrition, community health and health systems strengthening, to provide credible strategic leadership and oversight of multidisciplinary technical teams.
