About the Programme

The MasterCard Foundation in partnership with BRAC International (BI) is implementing an initiative that will create a positive and measurable impact for 1.2 million adolescent girls and young women and 9.5 million people across seven countries in East and West Africa, including Ghana, Kenya, Liberia, Rwanda, Sierra Leone, Tanzania, and Uganda.

There is mounting urgency to support adolescent girls and young women (AGYW) living in poverty, which has been further amplified by the global pandemic. Through this partnership, scalable economic development approaches will be delivered in communities to foster the agency and voice of AGYW. They will have the opportunity to fulfill their aspirations, achieve sustainable livelihoods, and engage in advocacy issues.

BRAC International is implementing an integrated and holistic model to address the various life cycles of a young woman living in poverty, ensuring she is able to transition safely from adolescence to adulthood. She will be equipped with the appropriate skills, tools, and access to finance to effectively exercise her agency and build a fulfilling and productive livelihood.

1: Senior Officer, Procurement

BRAC Maendeleo Tanzania is seeking a Senior Procurement Officer, to provide efficient support and ensure success of the overall procurement & logistics activities in the MasterCard funded Project implemented by BRAC, while providing efficient utilization of resources in accordance with BRAC International Procurement Guidelines and Procedures,2021.

Key Responsibilities:

  • To undertake procurement processes to acquire assets, goods, services and consultancies for the project.
  • Manage all procurement aspects pertaining to quality control, specification compliance, monitoring and verification of deliveries, plus timely delivery to the end user.
  • Ensure fairness in transparent bidding processes and effective competition, as well as best prices and best value for money in all procurement and logistics activities.
  • Establish proper recording and monthly reporting systems of all procurement activities inclusive of updated inventory.
  • Invoices submitted by suppliers, along with supporting documents, in respect of goods and services delivered or rendered are properly verified and submitted to the Finance   Department.
  • Prepare and submit weekly, monthly and quarterly reports to line supervisor for dissemination to stakeholders.
  • Training the end users on existing procurement policies and procedures and any new updates.
  • Ensure compliance with Brac Maendeleo procurement principles, standards and policies, donor regulations and local statutory requirements.
  • Lead in prequalifying suppliers, developing and maintaining an up to date supplier database.

Safeguarding Responsibilities:

  • Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Educational & Experience Requirements:

  • Bachelor Degree from reputable institution in appropriate discipline including Procurement Management, Logistics and Supply, Operations Management, Accounting, Planning.
  • Registered with appropriate professional body.
  • Work experience of continuous practice of at least 3 years in procurement functions.

Required Competencies:

  • Planning skills including ability to work accurately and meet deadlines.
  • Analytical skills: Ability to assess logistical problems and quickly develop realistic solutions.
  • Strong interpersonal and communication skills including excellent written and verbal communication skills in English.
  • Negotiation skills.
  • High degree of integrity and honesty.
  • Computer literate with effectively use of basic applications such as MS Word, Excel, and PowerPoint.

2: Senior Officer, Human Resources

The purpose of this position is to decentralize Human Resource Operations so as to increase efficiency and effectiveness in service delivery which will increase organization productivity. The role contributes to the development of base strategies, which are translated into action plans and day-to-day tasks.

Key Responsibilities:

  • Receiving approved manpower requisition from hiring manager to initiate recruitment process.
  • Arranging interview for successfully shortlisted candidates.
  • To collect all necessary documents from the new staffs and contract issuing
  • Probation Reviews and to ensure that all probation reviews are completed within agreed timescales.
  • Maintenance of staff files
  • Periodically organize policy-sharing events to the concerned regional staffs.
  • To communicate the gaps of various policies and process and the possible solutions to HR strategy.
  • Assist in Performance management system in terms of staffs objective setting in January, Midterm review and year-end review.
  • Support staff development activities including promoting the BRAC Learning Catalogue
  • Assisting Training team in preparations organization and evaluation of various training in the field
  • Appropriate employment background check of the newly recruited staffs.
  • Ensure all new staff have the social security& medical registration and supervise the process by making sure that necessary application forms are completed/ filled.
  • To work closely with Accounts in the matter of payroll preparation.
  • Managing leave and attendance of regional staffs
  • Ensuring all staffs have renewed contracts
  • Assisting Senior Manager, Human Resources in issuing and processing transfer proposal, transfer orders and resignation letters.
  • Handling employee’s relations issues by the consultation with Senior Manager, Human Resources i.e helping line managers in attending formal disciplinary hearing, helping line managers in issuing show cause as well as documenting all disciplinary operations took place.
  • To preserve staff personal files and update whenever necessary.
  • Assist Senior Manager, Human Resources in Managing staff information system software (HRIS)
  • Ensure all staff are issued with name tags and identity cards

  • Proven two years’ experience as HR officer, administrator or other HR position
  • Knowledge of HR functions (pay & benefits, recruitment, training & development etc.)
  • Understanding of labor laws and disciplinary procedures
  • Proficient in MS Office; knowledge of HRMS is required

3: Senior IT Officer

The purpose of this position will be responsible for providing comprehensive IT support to the Regional Office(s) and branches within the assigned region(s). The position will provide first-level support for hardware, end-user devices, software, internet and network connectivity, and business applications used by the Regional Office, branches, and programme teams. The role will ensure timely issue resolution, user support, and documentation in line with BI Technology standards.

Key Responsibilities:

  • Deliver first-line support for all country business applications (BInsight, sbiCloud, Orbit,  etc.). Coordinate with the Senior Manager, IT to log, monitor, and resolve user issues efficiently.
  • Triage complex technical issues that cannot be resolved on-site and escalate them to the appropriate internal teams (e.g. HO IT, product management, program) with detailed documentation and a clear root-cause analysis through Jira.
  • Ensure stable and secure connectivity across all offices by managing routers, switches, and wireless access points. Diagnose and resolve network issues promptly.
  • Install, configure, and maintain laptops, desktops, printers, scanners, and other IT equipment. Provide timely technical support to end-users and assist in implementing endpoint protection, antivirus, and patch management solutions.
  • Build and maintain strong, positive relationships with end users by understanding their business needs, managing their expectations, and providing exceptional service.
  • Act as the primary liaison between the field, program and the Country IT team, ensuring seamless communication and alignment on technology initiatives.
  • Maintain accurate and timely records of all support activities, including technical issues, resolutions, and client communication, in our ticketing and knowledge base systems.
  • Provide in-person training and support to end-users on application usage and best practices. Assist with the technical onboarding of new employees or clients at their location.
  • Establish and enforce IT policies, procedures, and best practices to ensure compliance with global standards and regulatory requirements.

  • Holder of a Bachelor’s degree in computer science, Information Technology, or related discipline from a recognized University/Institution.
  • 2-3 years of experience in a technical support, application support, or field service role.
  • Proven experience with software troubleshooting, software configuration, application error handling and application support
  • Experience working in international NGO/development sector will be highly preferred.
  • Familiarity with cloud-based systems, data governance, and digital transformation

Required Competencies:

  • Proficiency in troubleshooting and resolving software application issues.
  • Basic understanding of networking principles (TCP/IP, LAN/WAN, firewalls).
  • Strong knowledge of operating systems (e.g., Windows, macOS, Linux).
