1: Senior Technical Advisor (STA), Health Systems Strengthening and Demand Planning – Dar Es Salaam

Job Summary:

The Senior Technical Advisor (STA), Systems Strengthening and Demand Planning, provides technical and operational leadership for supply chain activities aimed at strengthening national demand planning, forecasting, and supply planning systems across HIV/AIDS, TB, MNCH, NTDs, and essential medicines. The role oversees technical staff and project implementation, ensuring alignment with work plans, budgets, and donor requirements.

The STA leads the development of supply chain best practices, supports project reporting and knowledge dissemination, and collaborates closely with the Ministry of Health and other stakeholders to build sustainable capacity and institutionalize evidence-based forecasting and supply planning practices.

Education: **

Bachelor’s degree in pharmacy, Supply Chain management, logistics or related fields.

Master’s degree or international equivalent in Public Health, Pharmacy, Laboratory sciences, supply chain management Is preferred.

Experience: **

14+ years of progressively responsible professional experience in public health supply chain management, demand planning, quantification, forecasting, commodity security or a related technical field.

Demonstrated experience leading national quantifications for malaria, HIV/AIDS, tuberculosis (TB) and maternal, newborn and child health (MNCH).

Experience in and knowledge of leading practices related to strategic planning, strategic plan implementation, logistics/supply chain management and/or public health commodities management desirable.

Experience working with the Government of Tanzania and other NGOs is preferred.

Excellent written and verbal English.

Ability to prepare and present information related to commodity availability.

Ability to coach and mentor public sector stakeholders to develop strategies and manage implementation of projects.

Ability to work independently.

Previous work experience with USG-funded projects is desirable.

Proficiency in common computer packages (eg. Word, PowerPoint, Excel) relevant to the work.

Ability to work within a team.

Ability to travel for extended periods in-country to support technical activities.

2: Senior Technical Officer, Demand Planning – Malaria. Dar Es Salaam

Job Summary:

The Senior Technical Officer (STO), Demand Planning-Malaria provides technical support to the National Malaria Control Program (NMCP) to ensure availability and efficient management of Malaria commodities and related supply chain systems and supports the implementation, monitoring and continuous improvement of malaria demand planning activities.

The role provides technical guidance and capacity building, demand planning and supply systems strengthening to NMCP and other malaria stakeholders in Tanzania.

The STO contributes to knowledge products through the creation and management of reports, technical materials, and conflict-sensitive solutions on demand planning activities relating to Malaria.

Working closely with project leadership, s/he supports project implementation by evaluating programmatic effectiveness, providing technical oversight, and preparing technical assessment reports. The role contributes to business development efforts, including supporting the management of opportunity identification, capture, proposal development, and strategic partnering.

Education: ** **

  • Master’s degree (or its International Equivalent) in public health, Pharmacy, Laboratory or a related field, with a minimum of six years of professional experience in commodity forecasting, quantification, demand planning or supply chain management

Job Summary:

The Senior Technical Officer (STO), demand planning HIV and TB provides technical support to the National AIDS, STIs and Hepatitis Control Program (NASHCOP) and the National TB and Leprosy Program (NTLP) to ensure availability and efficient management of HIV and TB commodities and related supply chain systems, and supports the implementation, monitoring and continuous quality improvement of HIV and TB demand planning activities.

The role provides technical guidance and capacity building, demand planning and supply systems strengthening to NASHCOP and NTLP, and other key stakeholders in Tanzania.

The STO provides technical guidance on addressing key issues, challenges, and strategies to strengthen the quality and effectiveness of demand planning activities implemented by the project in partnership with NASHCOP and NTLP.

Education: ** **

  • Master’s degree (or international equivalent) in public health, Pharmacy, Laboratory Science or a related field with a minimum of six years of professional experience in commodity forecasting, quantification, demand planning or supply chain management.

4: Senior Technical Officer (STO), Demand Planning – HIV & Tuberculosis (TB) – Dodoma

Job Summary:

The STO Demand Planning Laboratory Services provides technical assistance to the National AIDS, Sexually Transmitted Infections and Hepatitis Control Programme (NASHCOP) including the Prevention of Mother-to-Child Transmission of HIV (PMTCT) unit.

The National TB and Leprosy Programme (NTLP), The National Malaria Control Programme (NMCP) and Laboratory Unit across disease areas to strengthen laboratory commodity planning and supply chain management.

The STO ensures that HIV/AIDS, Malaria and TB laboratory commodities are accurately quantified, forecasted, procured, stored, distributed and managed according to national policies, set standard operating procedures and regulatory requirements.

Education: ** **

  • Master’s degree in laboratory sciences, Pharmacy, Public Health, Supply Chain Management, Health Logistics or a related field or its International Equivalent.

 

Experience: ** **

  • Minimum of 6 years of progressive responsible experience in laboratory commodity forecasting, national quantifications for Laboratory and diagnostic services, demand planning or supply chain management at national or sub-national level.
  • Experience in managing data collection, analysis and interpreting logistics, consumption, service utilization and stock data to support evidence-based forecasting and procurement decisions.
  • Demonstrated experience supporting or providing technical assistance in related demand planning activities.
  • Experience working with non-governmental organizations (NGO), government ministries, implementing partners, donors or private organizations.
  • Demonstrated knowledge of Tanzania’s health supply chain systems and laboratory commodity management.
