1: Head of Mechanical Maintenance

1. Position Purpose

To provide strategic and hands-on leadership for all mechanical maintenance activities across the integrated cement plant, ensuring safe, reliable and cost-effective operation of the production assets. The role is accountable for maximizing equipment availability, reducing unplanned stoppages, strengthening preventive and predictive maintenance, and developing a high-performing maintenance organization capable of supporting stable operation at design capacity.

Candidate profile: A competent, energetic and visible leader who takes ownership, works effectively under pressure, spends meaningful time in the field, develops people and consistently converts technical analysis into timely action.

2. Key Accountabilities

A. Maintenance Strategy and Reliability

  • Develop and execute the plant mechanical maintenance strategy in line with production targets, OEM recommendations, statutory requirements and Dangote standards.
  • Own preventive, predictive, condition-based and corrective maintenance programs, ensuring disciplined planning, scheduling, execution and close-out.
  • Improve equipment reliability through root-cause analysis, failure elimination, bad-actor management, life – cycle planning and continuous improvement.
  • Establish maintenance standards for lubrication, alignment, balancing, vibration monitoring, thermography, oil analysis, inspection routes and equipment preservation.
  • Ensure accurate equipment history, bills of material, task lists, backlog priorities and maintenance records in the CMMS/SAP system.

B. Plant Equipment and Technical Scope

  • Lead mechanical maintenance of crushers, stackers/reclaimers, raw mills, coal mills, rotary kiln, preheater, clinker cooler, cement mills, separators, packing plants and bulk-loading systems.
  • Ensure reliability of gearboxes, girth gears, pinions, bearings, couplings, hydraulic systems, fans, compressors, pumps, conveyors, elevators, feeders, dust collectors and utility equipment.
  • Maintain the mechanical integrity of the kiln system, including shell, tyres, rollers, thrust rollers, drive train, seals, cooler and associated refractory-support interfaces.
  • Direct precision maintenance activities including hot/cold alignment, laser alignment, balancing, welding, fabrication, machining, NDT and dimensional inspections.
  • Coordinate OEM and specialist support for major technical problems, upgrades, overhauls and performance restoration.

C. Shutdown and Project Management

  • Lead annual shutdowns and major overhauls from scope development through resource loading, risk assessment, execution, quality control, commissioning and lessons learned.
  • Ensure shutdown work is fully planned with drawings, methods, manpower, tools, lifting plans, permits, materials, spares and contingency actions available before execution.
  • Manage mechanical CAPEX and improvement projects within approved scope, schedule and budget; verify technical specifications and contractor deliverables.
  • Participate in design reviews, factory acceptance tests, installation, commissioning and performance testing of new equipment.

D. Safety, Compliance and Work Quality

  • Demonstrate visible safety leadership and enforce permit-to-work, lockout/tagout, confined-space, hot-work, work-at-height and lifting requirements.
  • Ensure all jobs are supported by appropriate risk assessments, method statements, isolation plans and quality inspection checkpoints.
  • Maintain compliance with applicable Tanzanian laws, environmental obligations, company standards and recognized engineering practices.
  • Stop unsafe work, investigate incidents and near misses, and ensure agreed corrective actions are completed and sustained.
  • Maintain high housekeeping, guarding, workshop, crane, lifting-gear and tool-control standards across all mechanical areas.

E. Cost, Spares and Contractor Control

  • Prepare and control the mechanical maintenance budget, continuously improving cost effectiveness without compromising safety or asset integrity.
  • Optimize critical-spares holdings using equipment criticality, lead time, consumption, failure consequence and obsolescence risk.
  • Review technical specifications, purchase requisitions, bids and vendor proposals; ensure correct quality and timely availability of materials.
  • Manage contractors through clear scopes, competency checks, performance monitoring, safe execution, quality acceptance and commercial discipline.
  • Track repair-versus-replace decisions and total life-cycle cost for critical assets.

F. Leadership and Cross-Functional Collaboration

  • Lead, coach and hold accountable the mechanical maintenance team through clear objectives, daily coordination and regular performance reviews.
  • Build succession plans and technical competency matrices for engineers, supervisors, technicians, welders, fitters and planners.
  • Work closely with Production, Process, Electrical, Automation, Quality, Mining, Procurement and Health & Safety teams to resolve plant constraints.
  • Lead daily and weekly reliability reviews, communicate risks early and provide concise recovery plans with named owners and completion dates.
  • Promote a culture of urgency, discipline, teamwork, technical curiosity and continuous improvement.

4. Minimum Qualifications and Experience

  • Bachelor’s degree in Mechanical Engineering from a recognized institution; a master’s degree or professional engineering certification is an advantage.
  • Minimum 20 years of progressive mechanical maintenance experience in heavy industry, including at least 15 years in a cement plant and 6 years in a senior leadership role.
  • Demonstrated experience in an integrated cement plant of comparable scale, with strong exposure to kiln, mills, crushers, material handling, packing and utility systems.
  • Proven record of managing major shutdowns, reliability programs, maintenance budgets, contractors and multidisciplinary teams.
  • Strong working knowledge of CMMS/SAP, equipment drawings, maintenance planning, condition monitoring, RCA and engineering standards.
  • Fluent professional English; ability to work effectively in a multicultural environment. Knowledge of Kiswahili is an advantage.

2:Head of Mines

1.0 JOB PURPOSE

The Head of Mines is the most senior technical and operational leader responsible for all quarry and mining activities at the Dangote Cement Limited Tanzania Limestone Mines located at Mbuo Village, Mayanga Ward, Mtwara Rural District.

The mine holds Special Mining Lease SML 495/2013 (11.27 Sq.Km, Active — 2 Blocks) and three additional Mining Leases (ML 00616, 00617, 00618/2017) covering a total mineral rights area of 37.96 Km² with estimated limestone resources of 666,955,677 MT — sufficient to sustain the 3.0 MTPA cement plant for 187 years.

The role is accountable for the safe, efficient, and cost-effective extraction of mix grade limestone (bench 8–10M), high grade (HG) limestone (bench 2.5–3M), and top red soil/clay from the multi-layer open cast deposit, together with systematic overburden removal of top red soil (0–2.5M), shale inter-burden (3–5M), and marl/sandstone layers.

The Head of Mines oversees in-house drilling and blasting operations using the Flexiroc D60 drill fleet (150mm, rotary percussive), the full Dangote-owned HEMM fleet of 16 equipment types, crusher feed quality and throughput control, compliance with all Tanzania mining and environmental regulations (TMAA, MEM, NEMC, Tanzania Explosives Act), and long-term mine planning to ensure uninterrupted raw material supply to the plant.

2.0 KEY DUTIES AND RESPONSIBILITIES 

2.1 Mine Planning, Reserve Management & Licence Compliance

  • Develop and implement short-term (Daily/monthly/quarterly), medium-term (annual), and long-term (life-of-mine) mining plans for all active and future mining lease areas across Block 1 and Block 2 of SML 495/2013 and MLs 00616, 00617, and 00618/2017.
  • Manage the orderly and systematic mining sequence across active blocks, ensuring adequate limestone bench exposure, inter-burden clearing, and raw material stockpile maintenance at all times.
  • Maintain and regularly update mine reserve estimates using survey data, blast reconciliations, and geological assessments — protecting the 187-year long-term resource base.
  • Coordinate with the Survey Engineer for regular bench profiling (particularly HG L.ST: 7M and feedable grade: 2M bench levels), topographic surveys, and volumetric production reconciliation.
  • Ensure full statutory compliance and on-time reporting to TMAA and MM for SML 495/2013; actively support and monitor the process of formal licence issuance for ML 00616, 00617, and 00618/2017.
  • Plan and initiate development of new mining blocks in advance to ensure seamless transition from SML 495/2013 to future Mining Lease blocks.

2.2 Limestone & Raw Material Extraction

  • Plan and supervise daily extraction of mix grade limestone, high grade limestone, and feedable grade material from the multi-layer open cast deposit across active mining faces.
  • Manage the excavation of top red soil and its segregation and stockpiling at the dedicated Red Soil Shed for use as a raw material in cement manufacturing.
  • Optimise the blending of mix grade and high-grade limestone at the crusher feed point to deliver consistent raw material chemistry (CaO, SiO₂, Al₂O₃, Fe₂O₃) as specified by the Quality Control and Production teams.
  • Manage the controlled separation and disposal of shale inter-burden and marl/sandstone inter-burden layers to prevent dilution of limestone quality at the crusher.
  • Ensure limestone production targets are achieved monthly — supporting the plant target of over 3.4 million tonnes per annum.
  • Maintain adequate limestone, red soil, and raw material stockpiles at the crusher and plant stock pile areas at all times to prevent unplanned plant stoppages.

3.0 QUALIFICATIONS AND EXPERIENCE

3.1 Educational Qualifications

  • Bachelor’s degree in mining engineering — mandatory.
  • Master’s degree in mining engineering, MBA, or Mine Management is an added advantage.
  • Valid Tanzanian Mine Manager Certificate of Competency (TMAA/MM) is highly desirable.
  • Formal blasting competency certification (Shot Firer / Blasting Engineer) is required.
  • HSE certifications such as NEBOSH or IOSH are an added advantage.

3.2 Work Experience

  • Minimum 12–15 years in open cast / open pit mining with at least 5 years in a Head of Mines or senior management role.
  • Proven experience in limestone quarry operations for a cement plant — multi-layer deposit geology, bench mining, selective grade extraction — strongly preferred.
  • Demonstrated expertise in in-house drilling and blasting with pneumatic/rotary percussive drill equipment (Flexiroc D60 or equivalent).
  • Strong background in large HEMM fleet management — CAT, Komatsu, and Terex equipment — covering availability, PPM scheduling, and breakdown management.
  • Experience working with TMAA, MEM, and NEMC in Tanzania or a comparable mining regulatory environment is highly desirable.
  • Explosives magazine management and Tanzania Explosives Act compliance experience is required.
  • Prior experience in East Africa is a significant advantage.

3.3 Technical & Functional Skills

  • Deep knowledge of open cast multi-bench mining methods, deposit stratigraphy, slope stability, and selective mining for blended raw material supply.
  • Strong expertise in rotary percussive drilling and blast design — burden, spacing, powder factor, stemming, fragmentation optimisation, and blast vibration management.
  • Sound understanding of limestone deposit chemistry (CaO, SiO₂, Al₂O₃, Fe₂O₃) and raw material requirements for cement manufacturing.
  • Mine planning and reserve estimation skills; mine planning software experience is an advantage.
  • Strong HEMM fleet management — PM planning, availability tracking, MTTR/MTBF analysis, spare parts management.
  • Financial acumen — budgeting, cost per tonne analysis, variance reporting, and CAPEX justification.
  • Thorough knowledge of Tanzania mining laws, TMAA regulations, MM requirements, NEMC environmental standards, and Tanzania Explosives Act.
  • Proficiency in Microsoft Office Suite; SAP experience is an advantage.

3: In Gate & Out Gate Officer 

JOB SUMMARY

  • Provide support for the implementation of DIL’s logistics policies and processes by participating in planning/ coordinating movement of cement products and/ or materials between the Plant and approved areas

KEY DUTIES AND RESPONSIBILITIES

  • Dispatching all trucks on SAP before allowing them out
  • Verifying all drivers on biometric system before dispatch
  • Receiving and maintaining details of dispatched trucks in a register.
  • Ensure dispatch of registered ATCs to the weighbridge in a timely manner.
  • Maintain log of incoming and outgoing trucks from the Plant, with information including quantity of products, arrival/ departure time, name of driver, etc.
  • Ensure that all plant logistics activities comply with DIL’s Health, Safety, and Environment standards.
  • Coordinate efficient and timely loading of customers’ trucks with purchased products on a FIFO basis.
  • Develop and submit reports of logistics activities at the Plant and provide recommendations where necessary.
  • Perform any other duties assigned by the Head Transport.

KEY REQUIREMENTS

  • Bachelor’s degree or its equivalent in business, Transport & logistics, or any other related field
  • Minimum of two (2) years’ experience in logistics management

4: Senior Transport Manager 

Key roles and responsibilities of the Senior Transport Manager (Operations):

  • Be responsible for coordinating and managing the activities of fleet Managers and their teams.
  • Ensure compliance of trucks in terms of operations and maintenance and that customer are satisfied with the level of service provided.
  • Responsible for strategic planning by the continuous evaluation of the company’s truck fleet in order to formulate plans to improve the efficiency, effectiveness and economy of fleet assets in the short, medium and long term.
  • Responsible to informing management of any action necessary to reduce fleet operating costs.
  • Conduct annual performance appraisal for fleet personnel under him.
  • Responsible for the general supervision over the use of truck fleet and for directing the attention of the management to any unsatisfactory circumstances that come to notice.
  • Ensure periodic review, monitoring and reporting of truck asset maintenance
  • Responsible for planning and coordinating the responsibilities contained in Company’s policies.
  • Supervise scheduling of truck movements.
  • Participate in the design and articulation of DCT’s truck fleet management strategy, policies, and procedures to ensure alignment with truck operations.
